Description	This study is a companion effort by the Cities Commission to the Multinational Time Budget Studies conducted in 1965 and 1966 in twelve European and American countries. Samples of the Albury-Wodonga and Melbourne populations were drawn to examine use of time in both a large and a small centre. The main topic of investigation was activity over a 24-hour period, its nature, duration, location and whether any others had participated. Interview questions also sought information on activities over a longer term. Background variables included occupation, including second job (if any), hours of paid work, whether shift work was involved, and details of journey to work, birthplace, parents' birthplace, marital status, home ownership, duration of residence at current address, locale of upbringing, places of residence since age 18, preferred community size, consumer durables including vehicles, telephone renting, use of paid domestic help, religious affiliation, library use, education, current educational activities, provision for retirement, household income and head of household income. Adult females were asked about housework including care of dependent household members, and the resultant amount and use of uncommitted time.

Universe	Individuals aged 18-69 years in the Albury-Wodonga Urban Area and the Melbourne Statistical Division.

Sampling Procedure	Multi-stage probability sample The study concentrated on Albury-Wodonga and Melbourne, with the aim of giving a comparison - in terms of how time is spent - of lifestyles in both large and small centres. The actual survey areas were the Albury-Wodonga Urban Area and the Melbourne Statistical Division. A probability area sample was used, with a total of 90 sampling areas or separate small clusters of respondents in Albury-Wodonga and 97 in Melbourne. All sampling areas were Census collectors' districts. In Albury-Wodonga, the 90 Census collectors' districts were chosen for the sample with probabilities of selection proportionate to their numbers of occupied dwellings. The selection was systematic from a geographical listing of districts, thus ensuring that the sampling areas were widely spread and thoroughly representative of the whole Urban Area. In Melbourne, the 97 sampling areas were distributed to each Local Government Area in proportion to latest population figures as at June 30, 1973. Within each Local Government Area, Census collectors' districts were chosen for the sample with probabilities of selection proportionate to their numbers of occupied dwellings. The selection was again systematic from a geographical listing of districts. This procedure ensured that the sampling areas were widely spread and thoroughly representative of the whole Statistical Division.

Characteristics of Data Collection Situation	Within each selected collector's district, 14 consecutive households were called upon and listed, beginning from a randomly chosen starting point. A clearly defined set of directions was given to each interviewer, on how to proceed from this starting-point. The route always began in a clockwise direction, and usually followed a "serpentine" pattern (so as to avoid back-to-back households). At all times, the route kept within the boundaries of the selected locality. Within each selected household, a Dwelling Form was completed (provided someone was at home), and one person within the age range 18-69 years was then selected at random for interview. The foregoing procedure ensured that the sample of people in the study was thoroughly representative of all people aged 18-69 in each survey area. At no time was any substitution of persons or dwellings permitted. Pattern of Calls In each selected sampling locality, the 14 selected households were listed on the pink Call Sheet, a copy of which is shown at the end of this report. If the person selected to be interviewed was not at home at the time of the initial call, arrangements were made to call back on a day and at a time when he or she was expected to be at home. Up to two call-backs (in addition to the initial call) were made in order to find the selected individual at home. In a time-budget study it is important to have approximately equal numbers of people filling out a Time Diary for each day of the week. Consequently, the Call Sheet specified the "Diary Day" for each dwelling. Each selected individual had to keep a Time Diary for that day and that day only. Except for a small number of interviews at the end of the survey, interviewers were not permitted at any stage to substitute another "Diary Day" for the one listed on the Call sheet. Pre-diary interviews were almost always conducted within two days prior to "Diary Day" and post-diary interviews were almost always conducted within two days after 'Diary Day". This pattern was considered extremely important and was adhered to as far as possible.
Actions to Minimize Losses	If no one was at home at a selected household, up to two call-backs (in addition to the initial call) and often three or four call-backs were made. At least one, and often more, call-backs were made at a weekend. Up to two call-backs (in addition to the initial call) were made in order to find the selected individual at home. Due to the spread of "Diary Days" in each sampling locality, this pattern of calls meant that our interviewers usually made many visits (usually ten to twelve) to each locality. This included up to three call-backs on the selected individual at the post-diary interview stage, when the completed Time Diary was checked over carefully and further questions were asked. The Questionnaires and Time Diary were adapted from corresponding documents in the overseas Time Budget Studies referred to earlier. They were pilot-tested among a sample of 20 Sydney people. Various modifications were made to the final field documents as a result of the pilot study. The interviewers were supervised by full time field supervisors and about 10% of the interviewers' work was verified.
Weighting	Weighting criteria: With the foregoing method of selection of individuals for the sample, the composition of the sample by age and sex was not exactly in line with the distribution of the population by age and sex. Therefore separate weighting factors were applied to each age/sex group in each of the two survey areas separately, in order to ensure that each age/sex group was assigned its true "weight" or importance in all projected results as shown in this report. Weighting procedure: The following breakdown sets out the age/sex composition of the total population and of the unweighted sample in each survey area. Weighting factors were calculated from these figures in order to bring the sample exactly into line with the population. Whilst the survey was conducted only in private dwellings, we have assumed for the purpose of projections of results that people living in non-private dwelling such as boarding houses, hospitals, hotels and motels have similar behaviour patterns to those living in private dwellings.
